Responsibilities

Under general supervision, the Compliance and Audit Manager serves as the primary liaison for internal and external audits, coordinates responses to Public Records Act (PRA) requests, and assists with compliance monitoring efforts across university and auxiliary departments.
  • As a campus audit liaison, the incumbent coordinates preparations for and responses to external audits; conducts and reports on reviews of operational and financial activities and on special investigations of improper campus activities as assigned; makes recommendations to establish new or change existing policies and procedures to strengthen internal controls, implement best practices, and manage resources more effectively; and provide research, analysis, advice, and information on administrative, financial, and regulatory issues.
  • As a PRA coordinator, corresponds with requesters, tracks requests for records, and analyzes the scope of the request to identify responsive records. Incumbent organizes responsive documents, reviews and redacts exempted information prior to releasing records. Develops a strong understanding of university functions and maintains positive working relationships with campus contacts to effectively assist record holders in locating and collecting records. Public Records work requires the analyst to work with requesters to clarify requests for records, define the scope of searches, gather data related to a request and propose solutions that balances the public's right to access records against personal privacy rights and other confidentiality considerations.
  • Working in conjunction with Divisions, Departments and Auxiliary organizations across the campus, this position develops, maintains and tracks the annual compliance calendar for primary financial and administrative submissions to the CSU, federal and state agencies, and other governing bodies. Maintains effective professional relationships with CSUN campus constituents, CSU Office of General Counsel, CSUN Public Relations, news media, and the general public.

Qualifications
  • Bachelor's degree from an accredited four-year college or university is required; emphasis in accounting, finance, business administration, public administration or law preferred.
  • Minimum two years of experience in audit, compliance, public records coordination, financial administration, legal services or related field required.
  • Experience in higher education, public administration, or collective bargaining environment is desirable.
  • While not a requirement of the position, a Certified Public Accountant (CPA) or a Certified Internal Auditor (CIA) or a Certified Management Accountant (CMA) or a Certified Fraud Examiner (CFE) or a Certified Information Systems Auditor (CISA) is desirable.


Knowledge, Skills, Abilities & Leadership
  • This position requires timeliness, the ability to frequently reset priorities, and organize and communicate information to and from multiple sources, including department managers, campus counsel, and others.
  • Working knowledge of accounting principles, management practices, and auditing standards (audit experience preferred). Working knowledge of compliance regulations and processes related to public and/or legal records, including familiarity with the California Public Records Act and other applicable laws preferred. Understanding of internal controls, financial operations, and the importance of risk management.
  • Ability to interpret and apply complex laws, regulations, policies, and procedures and to assess organizational compliance. Ability to communicate effective, both orally and in writing, with diverse stakeholders, including campus management, external auditors, legal counsel, and the general public. Ability to use records management systems and to develop, maintain and track compliance calendars and documentation.
  • Lead diverse teams to support the operational mission and vision of employers by fostering an ethical, inclusive and collegial work environment.
  • Demonstrated ability to support ongoing improvement through courageous, resilient, and catalytic leadership.
  • Lead varying initiatives through a collaborative, service-oriented and communicative approach.

Pay, Benefits, & Work Schedule
  • Salary is commensurate with knowledge, skills, and experience. The University offers excellent fringe benefits.
  • The anticipated HIRING RANGE: $110,000 - $115,000 per year, dependent upon qualifications and experience.
