Salary Range: $72,106.00 - $105,000.00 annually. Compensation will be commensurate upon experience and qualifications.

Summary

The UCCS Police Department is seeking an experienced Police Lieutenant responsible for leadership, coordination, and oversight of departmental functions, ensuring the safety and security of the UCCS campus community. This position directly supervises sergeants, corporals assigned as detectives, and patrol teams, managing investigative operations and ensuring compliance with policies, procedures, and legal standards. Additionally, the Lieutenant oversees departmental training, equipment inventory, and internal affairs investigations to support the effective operation of the department.

Essential Functions

The duties and responsibilities of the position include, but are not limited to:

Supervision and Leadership
  • Supervise Police Sergeants, Corporals assigned as Detectives, and patrol personnel to ensure consistent and efficient operation across patrol and investigative units.
  • Directly manage investigative operations, providing strategic guidance for detectives on complex cases and supporting case progression.
  • Conduct performance evaluations, provide coaching, and recommend corrective actions to uphold high standards.
  • Approve shift schedules, manage overtime, and authorize timesheets to ensure effective team coordination.
  • Foster a positive, inclusive, and professional team environment, resolving grievances and maintaining morale.
  • Serve as acting commander over all divisions, including both sworn and civilian personnel, when higher-ranking officers are unavailable.

Investigations Management
  • Supervise detectives and investigative personnel, ensuring adherence to departmental standards and legal protocols in criminal investigations.
  • Oversee case assignments, prioritization, and resource allocation to support complex cases and ensure timely resolutions.
  • Conduct regular case reviews to assess progress, quality, and compliance, reporting findings to the Deputy Chief.
  • Facilitate collaboration with other law enforcement agencies and university departments on interdepartmental and multi-jurisdictional cases.

Internal Affairs (IA) Oversight
  • Manage internal affairs investigations with objectivity, ensuring thoroughness and compliance with departmental policies.
  • Coordinate with command staff on IA case progress, upholding confidentiality and integrity throughout investigations.
  • Provide periodic updates to the Deputy Chief on IA case outcomes, maintaining transparency within the department.

Training and Certification Compliance
  • Lead training initiatives for police officers, corporals, sergeants, and detectives in critical skills, including legal updates, tactical procedures, and CPR/First Aid.
  • Ensure all sworn personnel meet certification requirements, tracking continuing education credits and coordinating necessary training.
  • Implement additional training to enhance patrol and investigative skills, fostering a culture of continuous improvement.

Equipment and Inventory Management
  • Oversee departmental equipment, ensuring that detectives and patrol officers have reliable resources for their roles.
  • Conduct regular inventory checks, manage asset tracking, and coordinate repairs or replacements as needed.
  • Collaborate with command staff on budget planning to align equipment needs with departmental priorities and enhance operational capabilities.

Patrol and Incident Response
  • Oversee patrol operations to ensure proactive campus presence and promote community safety.
  • Support high-priority incidents, providing direct oversight for effective incident resolution.
  • Enforce applicable laws and university regulations, coordinating investigative follow-up when necessary.

Personnel Management
  • Assist in recruitment and hiring, conducting interviews and making recommendations to the Deputy Chief.
  • Contribute input on awards, promotions, and disciplinary actions to foster a positive and high-performing team culture.
  • Support professional development and career growth for detectives, particularly those in specialized investigative roles.

Policy and Regulatory Compliance
  • Interpret and enforce University policies, interagency agreements, and campus regulations to maintain effective policing practices.
  • Stay informed on changes in laws and best practices, updating departmental policies to ensure compliance with the latest safety standards.

Event Coordination
  • Oversee police and security presence for university events to ensure safety for all attendees and participants.
  • Coordinate with university departments to implement safety measures and emergency protocols for large campus events.

Qualifications
  • Current Colorado POST certification is required.
  • To qualify applicants must have substantial experience as a certified police officer in a Law Enforcement Patrol.
  • Successful completion of an Associate's degree or 60 semester hours of college course work may be an acceptable substitute for the required law enforcement experience.
  • Must have obtained the rank of Sergeant.
  • A bachelor's degree or higher from an accredited institution of higher education is preferred.
  • Highly qualified applicants will have previous supervisory experience.
