Job Description Summary
Reporting to the Director of Penn Parking Services, this position is responsible for overseeing all aspects of parking operations. This includes the recruitment, training, scheduling, and supervision of parking staff and enforcing parking regulations. The role involves updating and aligning parking policies, procedures, and regulations and managing vehicles, equipment, facilities, system functionality, and maintenance programs. Additionally, the Senior Manager of Parking Operations recommends improvements, changes, upgrades, and replacements for equipment and manages the growth of the EV program. The role involves participating in annual budget planning and goal setting, special event operations, plans for equipment purchase and replacement, and coordinating technology upgrades and associated project management.

Job Description

DUTIES:

Operations and Supervisory Management:
  • Lead, train, and supervise all operations staff to include members of various bargaining units, consisting of managers, supervisors, parking attendants, hard surface custodians, temporary/occasional employees, and parking enforcement officers, to achieve goals promptly and ensure an optimal customer experience.
  • Maintain a strong understanding of associated collective bargaining agreements (CBAs) and ensure positive and productive relationships are maintained with any union official.
  • Develop a strong knowledge of staff capabilities and performance.
  • Oversee payroll and scheduling for staff.
  • Manage daily parking operations at all Penn Parking garages and surface lots, including supervising the snow removal process and managing department fleet vehicles.
  • Provide operational support to permit and transient customers, including maintaining revenue control and traffic flow.
  • Plan, schedule, and project manage all routine maintenance.
  • Conduct facility and staff inspections, ensuring readiness, cleanliness, good state of repair, and risk mitigation.
  • Project manage, troubleshoot, and coordinate maintenance on all Parking Access and Revenue Control System (PARCS) equipment. Submit and manage all work requests, ensuring high quality and timely completion.
  • Recommend equipment changes, upgrades, and replacements.


Budgeting and Reporting:
  • Participate in annual budget planning and planning for equipment purchase/replacement and technology upgrades.
  • Attend all project meetings to coordinate with in-house project managers and area managers.
  • Contribute to data collection for monthly reports, key performance indicators (KPIs), reconciliations, and operational reviews.


Other Assigned Duties and responsibilities as assigned, including but not limited to:
  • Support, plan, and execute the department's response to special events, including (but not limited to) Alumni Weekend, commencement ceremonies, and Penn Relays.


QUALIFICATIONS:
  • Bachelor's degree, along with 3-5 years of relevant experience, with at least 3 years of supervisory experience (preferably within a university or parking environment), or an equivalent combination of education and experience, are required.
  • Demonstrated operational management experience in a complex, fast-paced customer service operation.
  • Exceptional supervisory skills, particularly in training, leading, and developing customer service operations staff, preferably in a unionized environment, is required.
  • Demonstrated experience leading facility upkeep and renovation.
  • Demonstrated experience leading and planning parking for special events.
  • Exceptional verbal and written communication skills.
  • A valid driver's license is required.

The mission of Penn Parking Services is to provide reliable and convenient campus parking. Penn Parking Services manages 25 lots and garages around the Penn campus. While many of Penn's parking facilities are reserved for permit parking for University and UPHS faculty, staff, and students, Penn Parking also operates visitor lots and garages, which are open to the general public.
