Job Summary:

Nature of Work:

The University of Colorado School of Medicine, Dean's Office Commitments Budget Analyst is responsible for the management, allocation, and financial analysis of a substantial ~$900M in funding allocated to departments, centers, and faculty across the School of Medicine.

This position requires a highly organized, detail-oriented, and analytical individual capable of responsible large-scale budgets, forecasting, and providing strategic financial recommendations to ensure effective and efficient use of resources.

This position also collaborates with the University of Colorado Central Services (Finance, Central Budget Planning, and Campus Strategy, Foundation, Office of Grants and Contracts), CU Medicine Finance as well as with the all Department & Center Directors of Finance and Administration to build all-funds cross-divisional financial statements and financial strategic plans.

Supervision Received:

This position will report to the FP&A Program Manager. This position will dotted line report to the Finance Program Director. This position will work, deliver, and enhance all items related to the Commitments Program at the direction of the Finance Program Director.

Supervision Provided:

This position will not oversee staff.

Key Responsibilities:

Financial Operations
  • Provide financial reports, summaries, and presentations to leadership, faculty, and other stakeholders to support decision-making processes.
  • Provide guidance and serve as a dedicated resource on all Dean commitment support. This includes Departments, Dean's Office initiatives, and strategic investments within the School of Medicine.
  • Provide support for budget allocations and modifications throughout the year.
  • Managing commitment model for the School of Medicine. This includes tracking all active commitments, planned commitments, pending commitments against current assets, and planned income models.
    • Monthly Analysis, Executive Reporting, Ad-hoc Reporting and Analysis
  • Ensure that expenditures are within budget.
  • Working with administrators on deficit resolution.
  • Commitment to Architecture Collaboration and Administration, including
    • Speedtype Set-up; Funding Source; Activity Code; Budget Only Speedtypes; Multi-year budget allocation
  • Drafting MOUs for new funding Dean Commitments/Support in partnership with Department & Center Financial Leadership.
  • Monitor and triage SOM Business Affairs AEFDEF and Finance email boxes and work with SOM Dean's Office finance team to facilitate the needs of SOM Departments, Centers, Divisions, and programs.

Operational Strategy
  • Developing, providing strategic recommendations, and directing the implementation of funds flows, allowing for commitment tracking and optimized department reporting, ensuring compliance with policies and regulations.
  • Ensure the proper allocation of commitment dollars in alignment with strategic goals, funding sources, and funding agreements.
  • New Requests / New Investments / Reinvestments.
  • Process standardization.
  • Establish New MOUs.
  • Communications with key stakeholders
  • Partner with University of Colorado School of Medicine Departments & Centers.
  • Partner with key stakeholders as it relates to the Dean's Initiatives (processes, communications, reporting, decisions).

Analytics & Projections
  • Oversee the development, implementation, and monitoring of annual and multi-year budgets across various departments, centers, and faculty.
  • Work with units to identify funding needs, set budgets, and adjust projections as necessary.
  • Monitor and analyze variances between actual spending and budgeted amounts, identifying potential issues and recommending corrective actions.
  • Prepare forecasts and financial models to predict future funding requirements, departmental needs, and potential changes in revenue.
  • Analyze trends in funding sources (e.g. recommend adjustments to ensure financial stability.
  • Monitoring to ensure the accuracy of fiscal staff, project end dates, and project deficit resolution.

Database Partnership
  • Partnering with CU SOM IT BI & Development Team to develop future database enhancements.
  • Create and enhance key dashboarding, projections & financial reporting.

Customer Service
  • Primary person for answering Commitment questions' structure set up.
  • Train and educate faculty and staff on budget procedures, financial reporting, and financial best practices.
  • Partnering, collaborating, and providing direction to internal and external stakeholders and partners on financial management, administration, and operations.
  • Recommend and implement improvements to financial processes, tools, and systems to increase efficiency, accuracy, and transparency.

Work Location:

Hybrid - this role is eligible for a hybrid schedule of 4 days per week on campus and as needed for in-person meetings.

Qualifications:

Minimum Qualifications:
  • A bachelor's degree in business, business administration, finance, accounting, healthcare administration, public administration, or a directly related field from an accredited institution.
    • Substitution: A combination of education and closely related technical/professional experience may be substituted for the bachelor's degree on a year-for-year basis.
  • Three (3) or more years of experience in a finance-related role.*
  • Experience working with databases and dashboards using all relevant business data to inform decisions.*
  • A minimum of 2 years of experience in data analytics, with a proven ability to mine, evaluate, and visualize data.*
  • Experience with technical writing, including queries, reports, and data presentations.*
  • The position requires experience in the development of all-funds budgets and strategic contributions to enhancing budgeting processes.*

Preferred Qualifications:
  • Four (4) or more years of experience in a financial role within a university or healthcare institution.
  • Extensive experience with University and CU Medicine financial systems such as PeopleSoft Finance, AX, M-fin reporting.
  • Experience working in a higher education setting, preferably in a health science center.
  • Experience using business intelligence reporting tools.
  • Experience serving as a resource for others in a variety of financial matters.
  • Strong background in statistics, data analysis, and business forecasting.

Anticipated Pay Range:

The starting salary range (or hiring range) for this position has been established as $64,337 to $86,000.
