DESCRIPTION
Mendocino-Lake Community College District is currently accepting applications for a full-time Program Manager - Restorative Justice.
This is a full-time Classified Administrator position. The District serves students throughout Lake and Mendocino Counties and Online. The main campus is located in Ukiah, CA; with centers locations in Lakeport, CA; Willits, CA; Fort Bragg, CA; and online.

Under general direction of the Director of Student Life and Support, leads the development and implementation of the Rising Scholars program, Eagles Rise at Mendocino College. Facilitates, develops, implements, and evaluates Eagles Rise services, and activities; serves as primary contact person and representative of the District for this program. Provides highly responsible and complex professional assistance in areas assigned; and performs related work as required.

SALARY AND BENEFITS
The salary range (10) is $84,366 - $102,547 annually. There are five annual step movements; initial placement will be at step 1, unless approved by the Superintendent/President.

Benefits: We offer a comprehensive benefits package that includes family medical, dental, vision, EAP benefits and employee life insurance with no monthly premium contribution from the faculty member,. Additional voluntary life insurance is available for employee purchase. Benefits are effective the first of the month following hire date.
Holidays and Paid Time Off: The successful candidate will earn twenty one (21) days of vacation and twelve (12) days of sick leave per year. Vacation leave increases with the length of service. There are twenty (20) paid holidays annually.
Retirement: This position is eligible for CalPERS Retirement.
REPRESENTATIVE DUTIES
The successful candidate will support success by providing instructional support and institutional collaboration. This includes the following duties and/or assignments:
- Facilitates working relationships between Mendocino College and local law enforcement, juvenile hall, continuation schools, community organizations and other external partners in support of students and potential students impacted by the justice system, particularly the juvenile justice system in both Lake and Mendocino Counties.
- Participates and manages the development and implementation of goals, objectives, policies, and priorities for the Eagles Rise Program; recommends within program policy, appropriate fees, service levels, and resources; recommends and administers policies and procedures; manages data and prepares program reports.
- Oversees and participates in the development, administration, and coordination of program budgets; participates in the forecast of funds; monitors and approves expenditures; requisitions instructional supplies and capital outlays; implement adjustments.
- Manages the effective use of District and program resources to improve organizational productivity and customer service to justice system impacted students, primarily by the juvenile justice system.
- Coordination of designated faculty, classified staff, and managers involved with supporting students and potential students impacted by the justice system.
- Provides management, leadership, and coordination of the College's Restorative Justice Program.
- Provides supervision and/or direction to assigned staff, faculty, short-term employees, student workers and interns.
- Reviews, assesses, and evaluates assigned programs and services; recommends and implements plans and policies to facilitate and improve outcomes, operations, and programs with the Restorative Justice Program. This includes working with administrators and faculty to build an expanding schedule of courses, learning services, and student services.
- Works with faculty, managers, staff, and community partners to establish scheduled times and locations for courses within the prisons and jail, including potential times for make up hours due to unforeseen events and interruptions at the correctional facility.
- Monitors and facilitates student enrollments; ensures integrity of student program pathways.
- Assists department chairs in recruiting faculty to teach courses and in facilitating faculty evaluations at the correctional facilities and jail.
- Works with correctional staff and administrators to ensure all faculty and staff are appropriately trained, orientated, ad cleared to work inside the California Department of Corrections and Rehabilitation (CDCR), including the clearance of instructional materials.
- Maintains compliance with State and Federal regulatory guidelines.
- Administers college policy with respect to educational services in the local jail and correctional facilities. Plans, implements, and evaluates short and long-range strategies, goals, and objectives related to the Restorative Justice Program.
- Works with administration, participatory governance leaders, and constituents to plan the expansion of the College's Restorative Justice Program.
- Oversees program outreach to recruit, identify, and select program participants; prepares and conducts presentations to the community stakeholders, campus, correctional facilities, and organizations assisting justice-impacted individuals.
- Ensures students' program files are updated, maintained, and reported in accordance with Family Education Rights and Privacy Act (FERPA); monitors students' academic and assessment records to analyze satisfactory academic progress; compiles and analyzes evaluation data to identify barriers to progress; provides recommendations for interventions for students experiencing and demonstrating academic difficulties.
- Supervises faculty in orientation activities such as student orientation, educational planning, transition workshops and activities to assist formerly and currently incarcerated students.
- Meet with students as required to assess academic progress and student needs for academic and student support services.
- Participates in monthly meetings and committees as assigned.
- Prepares and submits mid-year and annual performance reports on program and participant progress; develops and recommends appropriate budgets and budget narratives for multiple programs and grants. Establishes projected direct and indirect costs and revenues of the prison program; oversees expenditures and maintains fiscal responsibility; adheres to requirements for all grant reporting program regulations ensures maximization of funds to adhere to and implement specialized grants and programs.
- Provides staff training and development to educate stakeholders on equity, best ways to serve formerly and currently incarcerated students, and general procedures
- Facilitate ceremonies, or other special events, to recognize the attainments of incarcerated students upon their completion of Mendocino College certificate or degree programs.
- Performs duties in multiple locations, including at partner organization sites, juvenile hall, and college sites.
- Performs other duties related to the position as assigned.

Office and juvenile hall environment; subject to interruptions and distractions.
QUALIFICATIONS
This is a classified management position.
MINIMUM EDUCATION AND EXPERIENCE:
A bachelor's degree from a college or university accredited by a regional accrediting agency recognized by the United States Department of Education
Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
PREFERRED EDUCATION AND EXPERIENCE:
Experience working with individuals who have been impacted by the criminal justice system or individuals who have experienced significant hardship, such as homelessness, foster-youth, etc.
Master's degree in Social Work or similar field.
Bilingual in Spanish/English
LICENSE AND CERTIFICATE:
This classification requires personal transportation during the work assignment. Must possess a valid (Class C) California Driver's license and an acceptable driving record or ability to secure personal transportation during the work assignment.
