General Description:
Under general supervision of the Payroll Director, provides lead work in performing a variety of highly responsible payroll and other related accounting processes to ensure accurate and timely payment of wages and accrual of benefits to full and part-time classified managers and staff, student employees, confidential personnel, full and part-time faculty, administrators and others in accordance with legal requirements and sound financial management principles and practices; and performs related duties as assigned.
Examples of Duties
Representative Duties:
- Assists the Payroll Director as lead in the review, audit, and verification for the completeness of payroll data to ensure the accuracy and timely submission of each payroll cycle
- Assists in the submission of payroll data to the appropriate agencies
- Ensures timely processing and deposit of federal and state withholding taxes for each payroll cycle, along with overseeing quarterly and annual payroll processes, including the preparation and submission of payroll tax reports to relevant agencies
- Acts in a lead role in the payroll administration of the employee retirement systems which includes the valuation, enrollment, adjustment of employees within the systems, as well as coordination with Human Resources
- Interprets and explains complex payroll policies, procedures, and technical issues to employees, referring the most difficult and sensitive matters to higher authority
- Maintains and reconciles payroll-related cash and bank accounts, making necessary adjustments and ensuring accuracy
- Analyzes and processes payroll accounts payable and receivable documentation relating to payroll, health and welfare coverage, and other benefits
- Maintains the monthly, quarterly and annual reconciliation of payroll related general ledger accounts
- Assists in the coordination, and the balancing and processing of end-of-year W-2 statements
- Assists internal and external auditors by providing supporting documentation and other information required for audit
- May assist Payroll Technicians in the completion of their duties and performs the full range of their functions
- May assist in completing any payroll process and functions in the event that the Payroll Director is unavailable
- Participates in the assessment, testing and implementing of software updates and upgrades
- Assists in the preparation and delivery of workshops and trainings on payroll related topics to staff and faculty
- Develops and updates retirement reporting requirements and forms/policies for the payroll department
- Performs other related duties as assigned
Knowledge of:
- Current methods, practices, and terminology used in payroll, financial, statistical and record keeping
- Modern office practices and techniques
- Bookkeeping practices
- Business mathematics
- Spreadsheet and word processing practices and procedures
- Faculty and staff union contracts, Federal, State and local tax laws and regulations, public employee retirement systems
Ability to:
- Comprehend and perform complex payroll work with accuracy, work under time constraints
- Make arithmetic calculations
- Operate office equipment, including a computer and 10-key by touch
- Use computer software
- Communicate effectively in English
- Follow and understand oral and written directions
- Develop and maintain financial and statistical records
- Interpret and apply collective bargaining agreements
- Meet with employees tactfully and courteously and answer questions in person and by telephone, or by email effectively
- Perform research, data compilation, analysis and evaluation, taking corrective action as needed
- Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students
Typical Qualifications
MINIMUM QUALIFICATIONS
Required:
- Bachelor's degree AND one (1) year of applicable experience
- Associate's degree AND four (4) years of applicable experience
- the equivalent of education and experience.
- Prior experience in an educational environment is highly desirable
