ABOUT THE POSITION

Under a joint reporting structure to the Dean of Student Equity and Dean of Science, Engineering and Math (SEM), the Director of Title V and First Year Experience Programs plans, develops, organizes, coordinates, reviews and evaluates the operations and activities related to the First Year Experience (FYE) and DESTINO programs. The First Year Experience includes Viking Advantage and the Long Beach College Promise. Developing Engaging Science through Innovative New Opportunities (DESTINO) aims to promote success in STEM and facilitate transfer to a 4-year university through the provision of various academic and student support services. The DESTINO Science Center is also an integral component of the DESTINO program. The Director should provide opportunity for involvement by faculty and staff, as appropriate, in consideration and discussion of the development of policy, procedures, and programmatic activities. The director should also engage appropriate college governance, and community partners (e.g. Long Beach Unified School District and California State University, Long Beach) to ensure that the compliment of programs included in this portfolio are meeting student needs and align with college goals, grant objectives, and initiatives.

DISTINGUISHING CHARACTERISTICS

The Director of Title V and FYE Programs is responsible for providing leadership, direction, coordination, general supervision, planning and oversight of the implementation of activities, procedures and evaluation related programmatic activities under this portfolio. The Director will manage day-to-day activities, research best practices and regulations, train, budget, collaborate with faculty and staff, and supervise staff and faculty connected to these programs. In addition, the individual should function effectively as a member of an administrative team and should work well with and show evidence of sensitivity towards persons at all levels of the college. The director will also work closely with the Director of High School Outreach and Educational Partnerships, Director of Long Beach College Promise, Matriculation Coordinator to promote FYE and DESTINO. The director will work closely with STEM discipline faculty, external evaluators, and Title V officer to ensure effective integration of DESTINO services and maintain open lines of communication.

Duties


POSITION RESPONSIBLITIES:

  • Plan, organize, coordinate, and direct all day-to-day operations and activities related the First Year Experience Program and DESTINO. Evaluate program operations, activities, and staff to ensure efficient delivery of services to students; and assure program compliance with State and Federal regulations and District policies and procedures.
  • Annually lead the development of the DESTINO and First Year Experience service area program plans.
  • Work closely with the Director of High School Outreach and Educational Partnerships to recruit prospective students to LBCC for both FYE and DESTINO.
  • Build a strong partnership with special programs and learning communities such as UMOJA, Puente, DESTINO, Dreamers, and MSI to foster student success.
  • Build a strong relationship with STEM departments and maintain regular communication to inform DESTINO programming and student service provision.
  • Implement term-to-term case management as an integral component oft he FYE program to support student success from entry to completion.
  • Monitor student progress and accordingly create interventions to promote success outcomes for FYE students.
  • Collaborate with First Year Counseling Faculty and Department Heads to provide comprehensive educational plans for FYE students.
  • Support strong partnership with the Director of the Long Beach College Promise, Long Beach Unified School District and California State University Long Beach to support the Long Beach College Promise.
  • Co-Coordinate FYE program services, and transitional support events such as Registration Days, Viking Summer Voyage (a summer bridge program),Welcome Day, and First Year Success Workshops.
  • Alongside First Year Success Counselor, lead, supervise, train and develop graduate- level Student Success Coach Interns to support all programmatic aspects of FYE and DESTINO.
  • Work closely with discipline faculty to provide support with LBCC's Science Night.
  • Coordinate and promote communication, marketing, website, and social media presence for FYE and Title V (HSI) DESTINO programs.
  • Provide technical information and assistance to students, staff, faculty, administrators and others concerning FYE and DESTINO requirements, including the interpretation of policies and regulations and determine appropriate courses of action in complex circumstances.
  • Serve on college and District committees, task forces and other work groups as appropriate
  • Work with Information Technology (ITS),Institutional Effectiveness and other District personnel on a continual basis to assist in improving processes; measure effectiveness, and provide the most accurate data to reporting agencies (e.g. California Community College Chancellor's Office, Department of Education)
  • Maintain program records for compliance and reporting.
  • Make independent judgments within established guidelines.
  • Perform complex multi-tasking duties that include interpreting and implementing federal and state regulations and District policies and procedures.
  • Performs other related duties as assigned


SUPERVISORY RELATIONSHIPS

This position bi-reports to the Deans of Student Equity and SEM and supervises and evaluates assigned staff.

PERSONNEL

Responsible for recommending the hire, transfer, suspension, lay-off, promotion, assignment, discipline, training, professional development, assignment, direction and performance evaluation of assigned staff; administering collective bargaining agreements, employment and promotion selection procedures; and compliance with District policies, rules and regulations regarding personnel.

Qualifications


MINIMUM QUALIFICATIONS:
  • Possession of a master's degree from an accredited institution, or possession of a valid California Community College Supervisory Credential; AND
  • One year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment. AND
  • Evidence of a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.

DESIRABLE QUALIFICATIONS:
  • Direct experience overseeing First Year Experience programs
  • Advanced degree in STEM related field.
  • Three or more years of experience providing leadership in the areas of student programming and support services.
  • Effective oral and written communication and organizational skills.
  • Demonstrated knowledge of federal, state and institutional policies and procedures
  • Demonstrated ability to manage financial resources with a record of fiscal responsibility and accountability.
  • Evidence of experience in the areas of organization, planning, development, staffing, budget management, evaluation, and supervision reasonably related to the administrative assignment.
  • Practical and operational understanding of program development related to college transition programs, summer bridge programs, and other student support services.
  • Demonstrated ability to problem solve and make timely, fair, and equitable decisions.
  • Demonstrated advocacy for students and student needs.
  • Bilingual or multi-lingual.

LICENSE AND/OR CERTIFICATE:

A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy.
