Chief Technology Officer

Classification: Administrative Staff - Full Time - 12 months - 2080 Hours

Reports to: Vice President for Finance and Administration

Description: The Chief Technology Officer (CTO) is responsible for overseeing all technology selection, implementation and operation for Carroll University. The CTO works with the Senior Leadership Team to grow the university through the use of technology. The CTO will direct, plan, organize and control all activities of the Information Technology Services (ITS) Department and to ensure the effective, efficient and secure operation of all automated data processing systems. Using an active and practical approach, the CTO will direct all employees in the ITS department to attain the university's strategic goals established in the strategic plan.

Responsibilities:
  • Establish the university's technology vision and leads all aspects of the university's technology strategy.
  • Directs the university's ITS organization in delivering all technology to enable the university's strategic direction, development and future growth.
  • Works in a consultative fashion with other department heads, such as Marketing & Communications, Human Resources, and Business Office as an advisor of technologies that may improve their efficiency and effectiveness.
  • Provide leadership to department heads in a fashion that supports the university's culture, mission and values.
  • Conducts research and case studies on leading edge technologies and makes determinations on the probability of implementation.
  • Acts as a good steward of the university's resources and ensures accountability for ITS department's and at-large university's technology budget.
  • Responsible for procuring, installing and maintaining all computer hardware and software and all other products and supplies necessary to keep computer systems operable and to fulfill management's requests for computer support. Accountable for all hardware and software supplier selection, relationship management and performance.
  • Create, maintain and enforce written policies and procedures regarding all computer operations in the ITS Department and throughout the university.
  • Compile and review records to determine department productivity, set measures, and benchmark quality of output and cost of service. Deliver continuous improvement on these measures.
  • Evaluate new equipment, software and processes continuously, recommend changes as appropriate and supervise their installation. Publish a technology roadmap for university stakeholders to understand present and future technology strategy.
  • Perform all functions of personnel management of department employees; hiring and succession and development planning according to the cultural values of the university.
  • Write department annual budgets and administer funds according to budget approval.
  • Maintain security of all data proprietary to the university and provide for the complete backup of all computer systems in case of system failure or disaster.
  • Establish and continuously improve ITS culture to model that of the university. Establish a place people want to work. Build relationships with others across the university consistent with the university's Pioneer mindset.
  • Act as the executive sponsor for major strategic projects and initiatives on campus as designated by senior leadership. This may include revenue-generating initiatives.
  • Liaise and partner with other major strategic initiatives and functions on campus that need technology advisement and/or products/services to achieve revenue growth, enhance reputation, and/or improve operations.
  • Performs other duties as assigned.
    Qualifications:
    Education and/or Experience:
  • Bachelor of Science degree in a related field required.
  • A minimum of 15 years experience in the Information Technology arena required.
  • A minimum of 10 years management and strategic experience in this field, including accountability for major strategic technology implementations is required.
  • MBA or Master's degree in related field with 10 years experience, 7 of which must be managerial and strategic is preferred.

    Technology Skills:
  • Proficiency with MS Office and database management. Adobe Suite, CRM Software, various Social Media platforms, basic HTML skills.
